On January 5, 1776, New Hampshire became the first of the original 13 colonies to declare independence and adopt a state constitution. The constitution’s unique legislature consisted of a House of Representatives with the power to choose a council of 12 who then possessed the power to appoint a president. Therefore, not only did the New Hampshire constitution privilege the power of the legislative branch, it in fact combined this branch with the executive and completely lacked a judicial branch.
